What is the goal of the investment?

The investment intends to create excellent clinical transnational networks (Life Science Hubs "LSH", centres for healthcare research and development) and a structure , named Anti-Pandemic Hub "APH", to respond unequivocally to future pandemics, as foreseen by the National Research Plan and the National Strategy of Intelligent Specialisation).

Two macro-actions are envisaged, one relating to the creation of a network of technology transfer centres and the other to the strengthening and qualitative and quantitative development of the Life Science Hubs by geographical area. In addition, this intervention involves the creation of an Anti-Pandemic Hub, intended as a strategic infrastructure to address future pandemics through three macro-areas of intervention:
• research, development and pilot production of vaccines; • development of research and pilot production of monoclonal antibodies;
• research projects on reverse vaccination and the fight against AMR. The innovative element of the approach adopted lies in the structured "guiding" function of the Ministry of Health in defining the intervention priorities on which to focus actions. The project will develop consistently and in collaboration with the research ecosystem programmes proposed by the Ministry of University and Research (MUR) and the technology transfer programmes proposed by the Ministry of Economic Development (MISE), also through joint initiatives. The Ministry of Health will be responsible for the overall planning, execution, management and monitoring of the intervention. For the actions and interventions requiring the involvement of individual regional bodies, governance instruments will be coordinated and negotiated with the Ministry of Health, regional administrations and other interested bodies as participating actors.
