European Union grants and loans
In order to fund the Italian NRRP, approved by the Council decision of 8 July 2021, the European Union has made resources available amounting to €191.5 billion, comprising €68.9 billion funded by grants and €122.6 billion funded through loans.
The European Commission has anticipated the transfer of 13% of the total amount of the Plan to start the interventions, while the disbursement of subsequent amounts is foreseen only upon the achievement of Milestones and Targets agreed with the EC prior to the signing of the Plan and timed according to the amounts and periods foreseen for in the Annex to the Council decision of 13 July 2021. For each measure (the main element of the Plan which represents specific investments and reforms, and which may be further divided into sub-measures), the Plan indicates whether the planned funding will be provided through grants or loans. EU Regulation 2021/241, which establishes the Recovery and Resilience Facility, allows for measures to be implemented under the Plan from 1 February 2020, provided they meet the requirements and are consistent with the provisions of the NRRP. The financial resources of the NRRP are assigned to the Administrations holding the individual interventions by Decree of the Minister of Economy and Finance and any subsequent amendments.

The National Complementary Fund
In order to fund all the necessary investments for the NRRP strategy, Italy has added further national resources to the Plan through a National Complementary Fund amounting to a total of €30.6 billion for the years 2021 to 2026 (as per Decree Law 59 of 6 May 2021).

The resulting National Complementary Plan (NSP) is similar to the NRRP, in that specific initial, intermediate and final goals are identified for each action or programme in relation to the funding timeline and in line with the commitments undertaken in the NRRP. The NRRP's acceleration and simplification measures and procedures also apply to the NSP.
The amounts planned for the digital and ecological transition
Allocation of resources is driven by strategic environmental and digital aims: according to European indications, at least 37% of the total budget must be directed to climate change mitigation and at least 20% to digital transition.
The Italian plan has therefore allocated €71 billion to climate goals and €48 billion to the digital transition (respectively 37.5% and 25.1% of the total). For each measure or sub-measure of the Plan, the share dedicated to the green transition and digital transition has been identified based on the investment's area of action and the corresponding support coefficients, in accordance with the methodology in Annex VI (climate) and Annex VII (digital) of European Regulation 241/2021.
Dataset for the NRRP financial framework
The "NRRP financial framework" dataset contains the measures and sub-measures (reference units), with their own detailed master data. For each measure/submeasure are reported the description and the codes that enable identification on the various reference systems, the description and identification code of the mission, of the component; the amount of financing is also indicated, if it concerns investments and reforms, the financial support modality (loans or grants) defined by the Revised Annex to the EU Council Decision of July 13, 2021. The measures and sub-measures are associated with the administration holding the intervention, and the amounts allocated that pertain to the "Development and Cohesion Fund 2021-2027", to existing projects or new projects, as identified by the Decree of the Minister of the Economy of August 6, 2021 and subsequent amendments.

In the dataset "TAGs for Climate and Digital support of PNRR", for each measure and sub-measure, the fields of intervention of Annex VI and VII of EU Regulation 2021/241 are indicated, with the respective TAG, the support coefficient and the amount of resources associated. To a single measure or submeasure may be associated investments with different fields of intervention for Climate or Digital TAG, as well as portions of expenditure not useful for the support of any TAG. The number of rows of the dataset is higher than the measures and submeasures funded by the NRP. The amounts indicated refer to the actual percentage of contribution to climate and digital objectives, to which at least 37% and at least 20% of the Plan's resources must be allocated respectively. The dataset also includes reforms that do not absorb funding and do not contribute to the climate or digital objective because the field of intervention of Annex VI and VII of the associated EU Regulation 2021/241 has a support coefficient for the aforementioned objectives equal to zero.
