The complementarity of the CNP with respect to the NRRP manifests itself at the level:

• Planning, with an integration of the resources for the interventions already foreseen in the NRRP (the so-called co-financed programs and interventions);
  
• Mission or component of the mission, with the provision of further investments (the so-called programs and interventions of the Plan) that contribute to the achievement of the objectives of the NRRP
  

The detailed sheets on the 24 programs of the CNP are shown in Annex 1 to the decree of the Minister of Economy and Finance of July 15, 2021, with indication of the procedural steps (initial, intermediate and final objectives) and the time schedule.

In fact, the mechanism envisaged by the CNP requires the Administrations to identify milestones and targets for each individual investment, i.e. initial, intermediate and final objectives of the projects they own, as well as the timing within which these objectives must be achieved, with the provision of withdrawal of the loan in the event of non-compliance with the same and reward mechanisms (assignment of revoked resources) for the Administrations that report the best data on the use of resources.
The CNP represents a milestone of the NRRP being a commitment made by Italy that is the subject of two milestones of the Public Administration Reform (M1C1-55 and M1C1-62).
The progress of the CNP is monitored quarterly, through specific reports.
