The Innovation Agreements instrument, which is based on an existing aid scheme established with the Decree of the Minister of Economic Development of 1 April 2015, integrated with the Decree of the Minister of Economic Development of 24 May 2017, is considered suitable for contributing to the relaunch of private investment in companies' research, development and innovation activities. According to the current procedures, the proposing companies must submit a project proposal to the Ministry of Economic Development with the description of each project, an indication of the related objectives, the start and end dates, the production units involved and the expected costs. After receiving the project proposal, the Ministry of Economic Development begins negotiations with the Regions and Autonomous Provinces and evaluates the strategic validity of the initiative proposal.
