What is the goal of the investment?
Assure equal access to education, increasing enrolment in university studies by youth in difficult socio-economic situations who tend to incur a high opportunity cost from the choice to continue studies rather than find a job after getting a diploma. There will be an increase in the sum of money for new and already existing scholarships, and they will be provided to a greater percentage of students, so as to reduce the gap with the European average in this area.

Specifically, the average increase in the value of the scholarships will come to 700 Euro, thus arriving at 4 thousand per student. The universities' share will be increased with a grant, which is now 12% and is 25% in the EU. In the case of the 300 thousand scholarships offered as part of the GOL program (Guaranteed Employability of Workers) at least 75% of the recipients will be women, the unemployed, people with disabilities and people under 30 years old. The ministerial decrees adopted by the Ministry of Universities and Research on the reform of scholarships improve access to post-secondary instruction for talented students in socio-economic difficulty, increasing the value of the scholarships and the number of recipients until December 31, 2024. These students are identifies based on the ISEE - Indicator of Equivalent Economic Situation.
