The investment aims to help homeless individuals to easily access temporary housing, in shelter houses or apartments, offering them full services for the purpose off promoting their autonomy and helping their social integration.

The right to accommodation will be safeguarded via a "first dwelling" approach: the municipalities will make apartments available for single individuals, small groups and families for up to 24 months. Additionally, personalised projects ​​ will be created for each individual.  The “post-stages”, conversely, shall be service and inclusion centres for homeless individuals. In addition to limited night accommodation, these centres, must offer important services such as healthcare, food, postal delivery, cultural mediation, consulting, job orientation, legal advice, asset distribution.
