Secure, green and social: re-qualification of public residential buildings.

What is the goal of the investment?

The goal of the investment is to re-qualify and evaluate the real estate heritage of the administration of justice in an ecological and digital manner, also immediately intervening in all situations in which the presence of inadequate structures compromises or risks compromising the provision of services. In the primary goals we also have a reduction in the consumption of urban land, uniting both the unitary buildings as well as the main functions of the services connected to each judicial office.

The measure provides for a total of €950 million to finance a series of major property redevelopment projects for buildings under public administration. Almost all of the projects will concern the existing buildings and therefore on their maintenance, allowing for the safeguard, promotion and recovery of the historical heritage that frequently houses Administration offices. A minority of the projects, however, will finance new buildings. In accordance with the sustainability guidelines promoted by the NRRP, sustainable materials will be used and technological systems will also be upgraded.  State-owned properties that are currently passive and occupied will be released, while those that will be kept in use and upgraded will also undergo measures to prevent and combat seismic vulnerability.

Redeveloping public housing will ensure:
  • Greener, more social and safer state housing facilities
  • Rationalisation of consumption and economic, environmental and social sustainability of interventions
  • Adaptation of structures to meet anti-seismic standards
  • Allows for an energy savings of 0.7 Ktep per year with a consequent reduction of emissions at 2.4 Kt CO2 per year
  • Reduction of expenditure on state-owned assets
  • Improved service delivery
